Kathleen Dyer

Kathleen Dyer is Vice President and Chief Information Officer at Adventist Healthcare. At Adventist Healthcare, she is leading the IT Strategic Planning and Oversight efforts that include IT strategic planning, IT capital planning, IT portfolio management, Enterprise Architecture development, Health/Medical information technology planning, IT workforce planning, information security planning and assurance, and organizational change management.  She is actively engaged in policy, standards, and guidance development, adoption, and compliance, as well as operation and services management. She is also leading the development of a comprehensive performance management and reporting capability for IT. She is member of the executive team at Adventist Healthcare co-leading an enterprise wide clinical and business transformation program and is responsible for major technology implementations to enable enterprise wide clinical and business improvements and changes.  She also leads the Technical Architecture Work Group for the Montgomery County Health Information Exchange program and is a member of the Maryland Health Care Commission Policy and Standards Working Group. She has over 30 years of professional experience, 28 of them in key management positions. 

Previously, Ms. Dyer was a Principal at Booz Allen Hamilton. She specialized in management and technology consulting to government and business executives.  Ms. Dyer is particularly adept at leading multi-disciplinary teams to provide enterprise-wide technology solutions. She specializes in information systems strategy and architecture, information resources management, systems integration, and applications development.  Her experience includes directing full systems life cycle management projects, systems integration, information technology strategic planning, and information technology capital planning, business process re-engineering and solutions architectures. She focuses heavily on helping executives and managers improve the performance of their organizations through enabling technologies.  

As a consulting leader, Ms. Dyer provided program management and senior leadership on several information technology engagements for global health clients. She recently led an engagement to analyze requirements, organizational, process and technology solutions for a seamless, interoperable multi-agency electronic health record. She is also led an engagement for a cross-enterprise patient scheduling system implementation. In addition she is led several independent validation and verification projects of patient-focused, continuum of clinical care system implementations.

Ms. Dyer was Managing Principal for the Food and Drug Administration (FDA) and the Agency for Healthcare Research and Quality (AHRQ) with a staff of over 200 to provide systems development, enterprise architecture and information technology strategic planning services to support FDA’s regulatory import and export, adverse events, drug submission, review and approval functions. In addition to her experience with major federal government health agencies and initiatives, she works with other leaders to advise and support strategic IT initiatives with healthcare providers and health plans.

Her experience also spans a variety of other health and non-health federal agencies, including the Department of Veterans Affairs (VA), Internal Revenue Service (IRS), Environmental Protection Agency (EPA), Department of Interior, Department of Commerce, United States Customs Service, and Department of Health and Human Services (HHS) along with healthcare.

As a member of the Booz Allen’s senior leadership team, she served on major governance initiatives for the firm including strategy and investments initiatives and work groups, as well as people development and leadership development initiatives.
